Off-duty Department of Sanitation employee arrested: NYPD
STATEN ISLAND, N.Y. (PIX11) -- An off-duty New York City employee was arrested on Staten Island Monday morning, according to the NYPD.
James Cowan, 45, was taken into custody around 11:49 a.m.
Cowan is an employee of the New York City Department of Sanitation, police say.
He was charged with aggravated harassment.
