U.S. President Joe Biden unveiled a new plan designed by Israel and sent to Hamas through intermediaries.

The plan contains fresh elements that raise hopes for ending the bloody conflict in Gaza.

In his Friday speech, Biden highlighted the main points of Israel’s four-and-a-half-page proposal, with further details provided by other U.S. officials.

Israeli Prime Minister Benjamin Netanyahu’s office announced its support for the plan on Friday, and Hamas stated it would review Israel’s proposal positively.

According to Biden, the Israeli plan consists of three stages leading to a ceasefire, complete Israeli withdrawal from Gaza, exchange of hostages and Palestinian prisoners, and reconstruction of Gaza.

Biden described the key points of the three parts in his speech:

Part One: Ceasefire, limited hostage release, and Israeli withdrawal. This stage will last six weeks and include a complete ceasefire, the withdrawal of Israeli forces from all densely populated areas of Gaza, and the release of some hostages in exchange for Palestinian prisoners.

During this stage, Palestinian civilians will return to their homes, and humanitarian aid will increase to 600 truckloads daily, distributed safely and effectively.

Part Two: Permanent end to hostilities, release of all hostages, and complete Israeli withdrawal. Negotiations for this stage might take longer than six weeks but will continue as long as necessary, with the U.S., Qatar, and Egypt ensuring ongoing talks.

Part Three: Return of bodies and reconstruction of Gaza. A major reconstruction plan for Gaza will begin, and the remains of deceased hostages will be returned to their families.

Biden also addressed the current and future status of Hamas, stating that Israel had dismantled Hamas’s forces over the past eight months, rendering them incapable of executing another October 7-like attack.

He added that the agreement for Gaza’s reconstruction would involve Arab countries and the international community to prevent Hamas from rearming, with the U.S. collaborating with partners to rebuild homes, schools, and hospitals in Gaza.
