ICE issued 11 detainers in Carroll County in 2023, records show 

U.S. Immigration and Customs Enforcement lodged 11 detainers on individuals incarcerated in Carroll County in 2023, records from the Carroll County Detention Center show.

Two of the people were reported to be citizens of the People’s Republic of China; two were citizens of Mexico; two were citizens of Romania; one was a citizen of El Salvador; and one was a citizen of Guatemala. One was a suspected citizen of Guatemala; one was a suspected citizen of Romania; and one was a suspected citizen of Uzbekistan, all according to the documents that originated with the Department of Homeland Security.

ICE says it “lodges detainers on individuals who have been arrested on criminal charges and who ICE has probable cause to believe are removable non-citizens,” according to the federal law enforcement agency’s website.

The 11 people have been charged separately in Carroll County with crimes including, but not limited to, participating in a criminal organization, theft schemes, threat of arson and second-degree assault.

According to dispositions provided by the Carroll County Detention Center, four of the detainers resulted in the individuals being picked up by ICE. Three times the individuals were transferred to other jurisdictions with the ICE detainer following them. Twice the ICE detainer was recalled. Two of the individuals are still incarcerated in Carroll County, awaiting trial.
