Editorial: Toledo needs Owens

There’s no better example of the gulf between plans and reality in Toledo than Jefferson Center. The fabulous $38 million dollar rehab that is supposed to be the Toledo Innovation Center and catalyze both commercial and residential development in UpTown has been empty and unused for more than a year.
