Budget chief says Ohio can afford $4.2 billion capital budget

COLUMBUS — Ohio's chief budget prognosticator on Tuesday assured lawmakers that the state can afford $4.2 billion in new spending on brick-and-mortar and technology projects across the state despite tightening tax collections.
