Randallstown High teacher, coach charged with sexually abusing minor

A Randallstown High School teacher and soccer coach has been charged with sexual abuse of a minor, according to Baltimore County officials.

Carlos Arroyo, 38, of Randallstown, was arrested Friday by the Baltimore County Police Department’s Crimes Against Children Unit and charged with two felonies: sexual abuse of a minor and a sexual offense in the third degree. Misdemeanor charges include second-degree assault and a fourth-degree sex offense by a person in a position of authority.

The police department said in a Sunday news release that it was notified of the alleged assault in late April, after which detectives spent weeks conducting interviews and gathering evidence.

An attorney who said he is representing Arroyo, Bradley Shepherd, wrote in an email that he has no comment on the case at this time.

Arroyo is currently being held at the Baltimore County Detention Center. He has a bail and bond review hearing Monday.

Arroyo, a social studies teacher and boys varsity soccer coach, has been placed on administrative leave, according to a Saturday afternoon letter to the school community from Principal Michael Jones. Arroyo will have “no further access to the school or soccer team,” the letter reads.

“These charges are deeply troubling,” Jones wrote. “We hold our employees to a high standard of character and this behavior is completely unacceptable.”

A LinkedIn profile says Arroyo worked as a teacher at Baltimore County Public Schools from May 2022 to May 2024. He has worked at Randallstown High School since August 2022, according to the letter. He earned a bachelor’s degree from the University of Maryland, Baltimore County in 2012 and a master’s in teaching from Towson University in 2022, according to the LinkedIn.

Counseling staff will be available to connect with students this week, Jones’ letter says.
