Minnesota state trooper charged in accident that killed 18-year-old

Trooper Shane Roper was charged with manslaughter and vehicular homicide in the crash that killed Olivia Flores last May. Roper was accused of speeding without lights or sirens before the incident. KTTC’s Noah Caplan reports.
