In a significant step towards enhancing Morocco's economic and social landscape, the Minister Delegate to the Minister of Economy and Finance, in charge of the budget, Fouzi Lekjaa, and the African Development Bank (AfDB) Country Manager for Morocco, Achraf Tarsim, signed four pivotal financing agreements totaling over 600 million euros (approximately 6.45 billion dirhams) last Wednesday in Rabat. These agreements signify more than just financial transactions; they represent a strategic collaboration aimed at fostering inclusive growth, enhancing competitiveness, and promoting sustainable development across Morocco.
The agreements cover a broad spectrum of transformative initiatives. The Support Program for the Transformation of a Digital, Entrepreneurial, and Inclusive Moroccan University, with a funding of 120 million euros (approximately 1.28 billion dirhams), seeks to revolutionize higher education in Morocco. This initiative aims to produce a new generation of digitally adept and entrepreneurially minded graduates who are well-equipped to meet the demands of a rapidly evolving global economy. By prioritizing inclusivity, this program ensures that the benefits of higher education are accessible to all segments of society, particularly the youth, thereby improving the quality of human capital and fostering social mobility.
Another key initiative, the Results-Based Program for Improving Territorial Competitiveness in Morocco, is allocated 200.31 million euros (approximately 2.143 billion dirhams). This program is designed to enhance the competitiveness of Moroccan territories, making them more attractive to investors and capable of generating new economic opportunities. By focusing on regional development, this initiative aims to address disparities, create jobs, and improve socio-economic inclusion, thereby fostering balanced and sustainable growth across the country.
The Support Program for Inclusive and Sustainable Development of Forest Areas, with a funding of 84 million euros (nearly 898 million dirhams), underscores Morocco's commitment to environmental sustainability. This program aims to develop key forestry sectors, organize inter-professions, and promote entrepreneurship in forestry and aquaculture, particularly among women and youth. By integrating ecotourism and fostering public-private partnerships (PPPs) and South-South cooperation, this initiative seeks to transform the forestry sector into a catalyst for sustainable development and carbon sequestration.
The Guercif-Nador Highway Project, receiving 200 million euros (approximately 2.14 billion dirhams), aims to strengthen the transport infrastructure of the Oriental region. By connecting the new Nador West Med port to Morocco's highway network, this project enhances regional connectivity, boosts economic activity, and improves the profitability and operational efficiency of the port complex. This strategic infrastructure development is crucial for integrating regional economies and facilitating trade and investment flows.
The signing ceremony, attended by key government officials and stakeholders, highlights the collaborative spirit driving these initiatives.
