Beijing promises joint facility, but builds full army base in Tajikistan

China may have deceived Tajikistan by establishing a full-scale military base near the Tajik-Afghan border, instead of a joint counter-terror facility. The Chinese military base, located at 13,000 feet, includes observation towers and hosts troops from China. Both Russia and India have significant stakes in Tajikistan, and any Chinese military facility in Central Asia, particularly near the Afghan border and Pakistan-occupied Kashmir, is a concern for both countries.
