Looking for original Sunfish 7.5"bronze carriage bolts with brass wing nut and plastic tube

Hello All, I'm looking for an original or replacement 1960's Sunfish 7.5"bronze carriage bolts with brass wing nut and plastic tube that attaches in a vertical position to the Sunfish stern. see photo below. I need one or two if possible as I have two sunfish in need of the same part. Also, can you tell me if this bolt and wing nut installs wing nut up or down? The original bolt sheared off when in the top position.
