'One Shot Deal': NYC program offers emergency aid for bills and rent payments

New York City's emergency assistance program, known as a 'One Shot Deal', can help residents pay their bills and rent in the event of unforeseen emergencies, and eligibility is determined on a case-by-case basis based on income, household size, and other factors.

NEW YORK (PIX11) — Did you know that if you’re having tough times, New York City's emergency cash assistance program can help you pay your bills and rent?

The program is a "One Shot Deal," according to Access NYC.

New Yorkers do not need to be enrolled in public assistance to be eligible for emergency assistance, according to a spokesperson for the Department of Social Services. 

“Circumstances such as job loss, reduced pay, or a medical emergency” are all reasons to apply, the spokesperson said. “Eligibility is determined on a case-by-case basis, but it is available to New Yorkers who experience unforeseen/emergency circumstances that in some way impact their ability to pay their expenses (loss of income, medical emergency, natural disaster).”

Factors considered when determining eligibility: 

  • Income (earned and unearned)
  • Household size
  • The reason for the need, such as loss of employment
  • Available savings and resources
  • Affordability of housing
  • Disability
  • A plan to pay the expense moving forward
  • Whether you have previously received emergency assistance

Emergency assistance can help if you are experiencing the following:

  • Homelessness or will lose your housing
  • Gas or electricity has been shut off, or you receive a notice that it will be shut off
  • Lost clothes, personal items, or furniture because of theft, fire, or a natural disaster
  • Affected by domestic violence
  • Other issues that affect the health and safety of yourself or your family

The program is designed to help get you out of a bind, and you may be required to pay back all or some of the amount you receive. Cash Assistance will determine the amount needed to pay back.

New Yorkers receiving Supplemental Security Income are not required to repay emergency assistance, according to one person familiar with the program. 

New Yorkers can apply online at AccessHRA or an HRA Benefits Access Center.
