If some countries in Asia Pacific can be on track to end AIDS then why cannot all?

Please consider the below article based on latest UN data released 2 days ago. Few countries in Asia Pacific region (high income as well as middle- and low-income countries) are on track for HIV-related targets - but many are not. Philippines for example has fastest growing HIV epidemic worldwide. When few countries can lead the path towards ending AIDS - then why cannot others?
