NYPD offers $3.5K reward for info on Randall’s Island shooting that killed migrant mom

Sandra Serrano, 44, was struck in the face and back by a moped-riding shooter early Monday in Lot 71 – about a quarter mile from the Randall’s Island migrant shelter – and succumbed to her injuries at Harlem Hospital, authorities said.
