North Korea says Russia's Vladimir Putin offered humanitarian aid over flood damage

Putin expressed sympathy and support in a message to North Korean leader Kim Jong Un, conveyed via the Russian embassy. While Kim appreciated the gesture, he indicated that North Korea's government had already initiated recovery efforts and would seek help if necessary. The floods have affected over 4,000 homes and isolated approximately 5,000 residents.
