Surface pro 3 help

My daughters friend has given me her surface pro to fix. It boots straight to the UEFI screen. I tried creating a bootbale usb with win 11 on it but when I tried to install it it says the drive is locked with bitlocker, I tried changing boot order in UEFI but that option is greyed out along with secure boot control.
