The top abortion provider in northern New England claimed in a virtual press conference last week that a projected deficit in revenue will require “significant financial support to continue offering its lifesaving health care services.”

Planned Parenthood of Northern New England (PPNNE), which provides abortions and contraceptives in Maine, New Hampshire, and Vermont, painted a grim picture of its financial status, explaining in an accompanying press release that the organization is “facing a projected financial deficit of $8.6 million over the next three years,” a situation that may require it to “change how and where it offers services.”

PPNNE’s spokespersons named a “broken health care system” and “endless political attacks” as causes of the expected financial shortfall.

“PPNNE is a non-profit health care organization with a mission to provide free and discounted services to all who need it,” said interim CEO Nicole Clegg in a statement:

We don’t turn people away. But without us, the most vulnerable people in our communities could face catastrophic health outcomes, including unplanned pregnancies and worsening pregnancy outcomes, higher rates of sexually transmitted infections and HIV, and increased rates of cervical and breast cancers.

PPNNE’s website also indicates the organization provides “gender affirming hormone therapy,” i.e., puberty blockers and cross-sex hormones.

According to an explanation of its “special programs and funding,” PPNNE boasts of its “gender-affirming care fund” that provides “high-quality, non-judgmental care to transgender and gender non-conforming patients, regardless of ability to pay.”

The group states it started the fund in 2017 “as a way to reduce the barriers to care,” and touts that it offers gender hormone therapy at all of its locations.

In her statement, Clegg made a point of noting people who seek services at PPNNE include people with

low incomes, people of color, young people, people without a dedicated primary care physician, uninsured or underinsured people, those living in rural or medically underserved communities, and women, LGBTQ+ people, and people from out of state seeking essential medical care from where abortion or gender-affirming care is banned.

“Put simply, we are a safety net for patients who struggle the most, providing high-quality, affordable, and often free health care services,” she added, pleading with “state leaders” to “adequately fund PPNE so that we can continue to provide affordable family planning and abortion services – now and into the future.”

According to Vermont Public, during the virtual press conference Clegg said that while Vermont provides state funding for abortions at Planned Parenthood, Maine and New Hampshire currently do not.

The Maine Wire cited a comment from Ben Goodman, a spokesperson for Democratic Maine Gov. Janet Mills, at the Portland Press Herald. Mills “strongly supports family planning services for Maine people,” Goodman said, “and she is very interested in working closely with lawmakers during the next legislative session to ensure the continued delivery of these crucial services.”

As New Hampshire Public Radio reported Thursday, Republicans who sit on the Executive Council have voted repeatedly to reject funding for Planned Parenthood.

In March 2022, however, New Hampshire’s congressional delegation, consisting entirely of Democrats, announced it would bypass the state’s Executive Council by sending $500,000 in federal family planning funds directly to PPNNE.

In its press statement, PPNNE also cited the Supreme Court’s decision in the case of Dobbs v. Jackson, which overturned Roe v. Wade, noting that the group “has served 7,800 abortion patients from 32 states plus D.C.” since the ruling.

Public tax filings for the fiscal year ending June 2023 showed that overall revenue for PPNNE decreased slightly from $31,803,973 million in the prior fiscal year to $31,769,487 million. Meanwhile, total expenses rose from $29,459,960 million in fiscal year 2022 to $30,900,536 million in 2023.

According to PPNNE’s most recent tax filings, roughly ten employees within the organization earned more than $100,000 in the year ending 2023.

Clegg herself, in that year, earned $258,103 at PPNNE, while Past VP Centralized Ops/Interim CEO Yvonne Lockerby earned $233,424. Additionally, Past VP Health Center Op/Interim CEO Kai S. Williams took in $216,278.

Meanwhile, the group’s net revenue in the most recent fiscal year included $5.4 million in government grants, more than $3 million in “federal and state funds,” and $12 million in “all other contributions, gifts, grants.”

Net patient service revenue was listed as $10.1 million for the fiscal year ending in June 2023, with total functional expenses at $31 million.

During a visit to Maine in July, Doug Emhoff, husband of Democratic presumptive nominee Vice President Kamala Harris, condemned the Supreme Court’s ruling that overturned Roe, claiming the decision endangered women’s lives.

“So, this has to change,” he said. “And of course, the person responsible for this is Donald Trump.”
