Is it simply the breeds being dangerous or how they’re treated and trained?

I’m looking after my dad in Frankley/Rubery. This attack is just around the corner from my sister’s where he lives now. My sister has a Pocket Bully which as title suggests is smaller. Luckily I’m not looking after him. He’s so strong they say he’s soft as a brush but I wouldn’t trust him.
