I've found a relatively comprehensive guide for anyone confused about the matchday rules.
Each EFL Club shall play 4 QUALIFYING players
Qualifying Player means any Player who:
- had STARTED the immediately PRECEEDING First Team Fixture (League or Cup)
- subsequently STARTS the immediately FOLLOWING First Team Fixture (League or Cup)
- is one of the 10 PLAYERS with the MOST STARTS in First Team Fixtures (League or Cup) this season
- has made 40 APPEARANCES across their CAREER in First Team Fixtures (League or Cup) or international equivalents
- is ON LOAN from any PREMIER LEAGUE CLUB or any EFL CLUB (with a CAT 1 ACADEMY)
Any EFL Club failing to meet the requirements will be required to pay a £5,000 fine
