Rep. Torres questions Con Edison's higher delivery charges

NEW YORK (PIX11) -- U.S. Rep. Ritchie Torres said he is still waiting for a "sufficient explanation" as to why Con Edison delivery charges are higher than National Grid, and why Bronx residents face the greatest costs.

"The difference between what Con Ed charges the residents of the Bronx and what National Grid charges the residents of Queens is as much as 200%. It's the same service, which is gas, but the cost of delivery is as much as a 200% difference," Torres said.

New York State's Public Service Commission, which regulates utilities, said Wednesday that Torres' "report is in the process of being reviewed." A spokesman, however, added in a statement to PIX11 News, that "utility rate cases are scrutinized as part of the statutorily required 11-month review process to ensure customers and customers’ interests are fully protected."

The statement continues with "Con Ed and National Grid have different service territories and cost structures. There are many factors that lead to cost structure differences, such as operational practices, plants in service, property taxes, and corporate structures."

A Con Edison spokesman said in a statement: “Energy delivery rates vary among utilities for many reasons, including the level of service, customers’ needs, the characteristics of the area, property taxes and the timing of new rates. As we move from fossil fuels to clean energy, we are investing about $1 billion a year on gas safety. We replace 80 miles of cast-iron and steel main annually, conduct monthly leak patrols and are installing a first-of-its kind gas detector in homes and businesses, a game-changing safety enhancement. Con Edison has offered to meet with Rep. Torres to discuss the matter.”

Torres told PIX11 News if he doesn't see a change after the Public Service Commission review, his next step will be to push for the state legislature to change the law that currently has Con Edison as the only gas provider in the Bronx.
