Designed with gates on the upper and a stairwell down to exit with the lower onto Emmiline St. Never been used though so guess there’s a reason ?

???? Well... it would certainly be used for evacuation in an emergency situation. There is no way that the main stand side is the only way of getting out of GM upper in such circumstances.
