Rigging the forestay, also, accessory motor?

We've had fun sailing the Capri, but I'm questioning the adequacy of the forestay.

The forestay as purchased is a bit mystifying to me. There is a ratty piece of line which has worn from being installed directly through the thin fitting on the bow. I am guessing that line was used only for convenience in raising the mast. There is also a steel cable running through the leading edge of the jib which logically seems to function as a forestay. That cable appears to be close in diameter...
