News24 | Kagame pulls out of Luanda talks with DRC's Tshisekedi at the last minute

Rwanda's President Paul Kagame aborted his trip to Angola for talks with his Democratic Republic of Congo (DRC) counterpart Felix Tshisekedi because the latter refused to have direct talks with the M23 rebels.
