New Orleans attacker said in video message to family he had joined ISIS

The man authorities say killed 14 people during a New Year's Day truck ramming attack in New Orleans left a video for his family, saying that he joined ISIS and considered killing them before carrying out the attack on Bourbon Street. NBC News' Kathy Park reports from New Orleans.
