It isn't.
I've explained this to you before, but you don't seem to listen.
The DfT say how many staff the TOCs can recruit, because in large part they pay for the training (as the trained staff are an asset for the longer-term railway, rather than for the life of a franchise).
The truth is that rail staff are now that well paid that services no longer are able to call on overtime to be fulfilled.
Nationalisation doesn't solve that issue.
People being paid overtime is optional. And rightly so.
People slate unions for agreeing pay rises then asking for more pay rises.
Slate companies / the government for agreeing deals that don’t cover train services unless people work overtime.
Up the effin workers
