Tokayev signs law on judicial system reform

Tengrinews.kz - President Kassym-Jomart Tokayev has signed a law aimed at reforming the judicial system and improving procedural legislation, citing Akorda's press service.
Key provisions of the law:
Establishment of cassation courts:

Starting in 2025, three independent cassation courts will be introduced.
The Supreme Court will only review cases (after cassation) in exceptional situations, either upon a SupremeCourt judge's proposal or the Prosecutor General's protest.

New rules for administrative cases:

Judicial acts in administrative cases will come into force following an appeal.

Simplified procedures:

Preliminary review of cases in cassation for criminal and civil matters will be eliminated.
Cassation courts must conclude the review of criminal and civil cases within six months.

Improved access:

From July 1, 2027, restrictions on cassation access for certain disputes will be lifted:For physical persons with claims under 2,000 MRP.
For legal entities with claims under 30,000 MRP.
For minor criminal offenses and misdemeanors.

Judicial independence and responsibility:

Amendments are included to enhance the independence and accountability of judges.

The reforms aim to streamline judicial processes, increase efficiency, and improve access to justice while maintaining a focus on the independence and integrity of the judiciary. The full text of the law will be published soon.
