Housing distribution in Kazakhstan: Tokayev signed the law

Tengrinews.kz - The Head of State has signed the law "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Housing Policy Reform," according to Akorda.

The law is aimed at improving the mechanisms of state support for citizens and kandases for improving housing conditions.

The first set of amendments is aimed at implementing the President's directive to establish a full-fledged development and support institution based on Otbasy Bank. This institution will centrally handle the registration, management, and allocation of housing.

Otbasy Bank will also continue to subsidize part of the rent for housing rented in the private housing stock, and provide preferential mortgage housing loans.

Otbasy Bank will distribute housing taking into account the date of registration of those in need and the level of income, which will allow providing housing first of all to those who have been on the waiting list for a long time.

The second block of amendments provides for the introduction of additional guarantees for those in need of housing.

The third block of amendments supplements and clarifies the provisions regulating the mechanism of ownership and use of housing within the framework of state support measures.

The fourth block of amendments is aimed at improving individual provisions of land legislation, legislation in the areas of construction, and guaranteeing deposits of individuals.

Earlier, President Kassym-Jomart Tokayev has signed a law aimed at reforming the judicial system and improving procedural legislation.
