Through a referendum, laws are adopted, amendments are made to the Constitution, or key political issues are decided. Decisions adopted at a referendum usually have binding force.

The President also emphasized that the draft of the new Basic Law not only reflects current public values and principles of state policy, but also lays the long-term foundations for the further progressive development of Kazakhstan.
