Tokayev announces administrative amnesty

Tengrinews.kz — During a ceremonial event dedicated to the adoption of the Constitution, President Kassym-Jomart Tokayev announced an administrative amnesty.
The Head of State said that the People’s Constitution is, in essence, a strategic mandate of trust and a new social contract aimed at long-term goals and horizons of progress.
Therefore, as the President noted, Kazakhstan is entering a qualitatively new stage of its development. Consequently, a reset in relations between the state and citizens lies ahead.

“As you know, a criminal amnesty took place last year. Now we can carry out an additional amnesty for a number of criminal and administrative offenses that did not pose a threat to the safety of citizens and the state.
I would like to note that the administrative amnesty will be the first in our country’s history. I ask Parliament to adopt the relevant law before the end of the current session. This is an important step toward establishing humanistic ideals and the progressive values of the Basic Law in our society,” Tokayev said.

The Head of State stressed that the new Constitution is a vivid symbol of the unity and solidarity of the people. Its articles reflect the dreams and aspirations of every Kazakhstani, as well as hope and faith in the bright future of our children and grandchildren.

“The Basic Law will become a handbook for all true patriots of our Fatherland. The new Constitution of Kazakhstan is a strong and unshakable platform for our nation’s rise to the heights of world civilization. I have no doubt about this, and I believe neither do you,” the President added.

Earlier, during the ceremonial event at Akorda, Tokayev signed a decree on the implementation of the new Constitution.
