YEREVAN, 1 August. /ARKA/. The introduction of compulsory health insurance in Armenia will be finalised within three years, Health Minister Anahit Avanesyan said on Thursday.

The preparation of the legislative package is already at the final stage. The document has been sent to the Justice Ministry for a final opinion, after which it will be submitted to the parliament for consideration, the minister told reporters.

Avanesyan emphasised that the government had earlier adopted the concept of compulsory health insurance.

The process is complicated, so we should not expect that everyone, including those in the ruling team, will adhere to a single opinion on all points of the concept. For example, regarding the creation of a single fund, Avanesyan noted.

According to her, both international and local experts were involved for the development of the legislation.

The head of the ministry also noted that health insurance payments will be subsidised for some groups of the population. Among them are the recipients of state-paid medical services, the disabled of the first and second groups, as well as unprovided citizens.

The concept of universal health insurance in Armenia envisages a phased introduction of a system covering all types of medical services, except for dentistry and plastic surgery.

It is envisaged to create an insurance infrastructure that will make it possible to provide medical services of equal quality and accessibility to all groups of beneficiaries, regardless of social status.

Implementation of the system is planned to start in mid-2024. At the same time, a special state insurance fund will be created, and insurance payments of a person to reach 200 thousand drams per year

According to the scheme, in the next few years joining the system will be voluntary, and from 2025 pensioners will be involved in it at the expense of the state. From 2027, the system will become mandatory for all citizens. -0-
