Arushan Hakobyan: Yerevan cedes sovereign territories to Baku

ArmInfo. The delimitation and demarcation process was carried out in detail over the years of the existence of the Armenian SSR - 1,420 points were established on a 952- kilometer section and 182 protocols were drawn up. This was reported by the former head of the RA Constitutional Court staff Arushan Hakobyan, who has held various positions since Soviet times and is familiar with this document. He said this on August 1 during a discussion on the topic of "Tigranashen will not be surrendered to the enemy". 

According to Hakobyan, the so-called "border clarification" process was carried out on the instructions of the Presidium of the Supreme Soviet of the USSR.  A joint commission on delimitation and demarcation was created between the governments of Armenia and Azerbaijan by the decision of the government of the USSR.  The commission included experts from the Moscow Geodetic Institute.  Moreover, Hakobyan assured that he had a document confirming these statements - the decisions of the governments of both countries and the results of the commission's work. 

"Then what is the point of being guided by the map of the General Staff, which was only a structure subordinate to the government of the USSR?", - the expert asked. Arushan Hakobyan demonstrated a map of the USSR from 1988, showing that the 21-kilometer section of the Goris-Kapan road, which was transferred under the control of Azerbaijan, is entirely within the territory of Armenia. This was confirmed by the seals of the governments. According to the same map, the village of Kirants and the Jokhaz reservoir, are also entirely within the Armenian SSR.
