Oppositionist: a referendum must be held if Armenia`s borders are to  be changed

ArmInfo.The Constitutional Court of Armenia is attempting to conceal the processes that will be established in the future under the name "Peace Treaty". Artsvik Minasyan, a member of the National Assembly of the Republic of Armenia from the opposition faction Armenia, stated in a conversation with journalists on October 1.  

Recall that several days ago, the 
Constitutional Court recognized the agreement on the regulations for the work of the commissions for delimitation of the border between Armenia and Azerbaijan as constitutional.  As Minasyan noted, what is happening is an illegal step, and the National Assembly has no right to ratify this document.

"This document, in its current form, should be subject to a referendum, otherwise we will witness another instance of power usurpation," the opposition MP said. He noted that the only favorable aspect  of  the Constitutional Court's decision is that no one has the right to change the preamble to the Constitution.  However, the opposition member stressed that the Constitutional Court's decision tried to manipulate the country's Basic Law, potentially leading to new concessions by the Armenian authorities to Azerbaijan.  Thus, the Constitutional Court recognizes the need to optimize the borders, but this process is associated with changes, and therefore, it is necessary to hold a referendum. "The Constitutional Court should have recognized that the presented regulations are directly related to changes in the borders, for which it will be necessary to hold a nationwide vote," Minasyan said. He recalled that based on the existing examples (Kirants, Shurnukh, other territories), this implies that there will be new concessions. Therefore, according to the requirements of the RA Constitution, a referendum must be held.
