CofC emergency management official explains bomb text misinformation

Randy Beaver, the Director of Emergency Management at CofC, said the Cougar Alert system has a template that is filled out for emergencies, but his office did not realize the message had to be generated three times -- once for texts, once for calls, and once for email alerts.
