City Council takes steps to curb surge of synthetic marijuana

Seeking to curb what city officials are calling a public health crisis, the New York City Council took initial steps Friday to approve three bills that would ban the manufacture of a popular synthetic drug, known as K2, and punish business owners for selling it.
