Lavrov Calls for Reliable Legal Basis for OSCE to Make it 'Full-Fledged'

Moscow is calling for the creation of a firm legal basis for the Organization for Security and Cooperation in Europe (OSCE) in order to make it a ‘full-fledged’ organization, Russian Foreign Minister Sergei Lavrov said Monday.
