Cape Town - Roads around Parliament have been closed to motorists on Wednesday as protesting students made their way to the precinct.

There are also unconfirmed reports of tyres burning outside Parliament.

According to reports, students angered by proposed fee increases, want to protest at the mini-budget speech by Finance Minister Nhlanhla Nene set to start at 2pm.

Police are preventing students from marching at the precinct saying that it is illegal to march to Parliament without a permit.
