This is expected to improve the quality of primary health care, as well as to help provide affordable medical services throughout the country and improve the efficiency of government spending. The project contributes to the implementation of the Program of Action of the Government of Armenia for 2021-26 and is part of the Health System Development Strategy.

“High private healthcare costs in Armenia are unique in the world and negatively affect the quality of services provided to citizens. Current reforms aim to create better financial and regulatory incentives for the provision of quality healthcare. Broader reform could fundamentally change the pattern of morbidity among the population of Armenia and make healthcare more accessible to residents,” Carolin Geginat, head of the World Bank’s Armenian office, said.

The approved operation will use the Program for Results (PforR) funding instrument, which directly ties the allocation of funds to the achievement of specific program results. It will support the country's ambitious healthcare reform, which includes the introduction of compulsory health insurance. In addition to measures to improve the quality of health services, reforms will aim to improve the efficiency of public health spending.
