Azerbaijan wants Russia to supply

“We pay for everything in accordance with contracts. There are problems with their implementation; weapons supplied to Azerbaijan should conform to technical parameters set in the contracts. The main point is that equipment should be conditioned. [Russian Deputy PM] Dmitry Rogozin came to Baku to clarify what the problems with the parameters were and received full explanation, no questions are left. Correction of technical parameters for certain types of weapons is necessary. According to Rogozin, it will be done in the nearest future,” said Azerbaijani Foreign Minister in his interview (full article in Russian) to Kommersant newspaper.

In his answer to the question on the essence of the note Baku sent to Moscow regarding weapons supply to Armenia, Elmar Mammadyarov said:

“It wasn’t the first note of that kind. On one hand, Russia is a Co-Chair of Minsk Group. On the other, we admit that any state has a right to supply weapons to countries of its own choosing. The essence of the note was a request to Russia to take into consideration that the weapons it supplies to Armenia shouldn’t be stationed on occupied Azerbaijani lands. There is an end user right. If Armenia were the end user, this issue wouldn’t go out of the framework of Moscow-Yerevan bilateral relations.Taking into account that Russia recognizes territorial integrity and sovereignty of Azerbaijan, there’s no logic in stationing of Russian weapons on the occupied territories. As was clear from Moscow’s further statements, Russian Foreign Ministry correctly perceived the tone of the document we sent,” said Azerbaijani Minister.
