Former Commissioner for Diaspora Affairs names those   ``who  surrendered Artsakh``

ArmInfo. We as a nation have not prepared to defend Artsakh.  Chief Commissioner for Diaspora 

Affairs of the Republic of Armenia Zare Sinanyan told reporters about this during a briefing on July 4, answering the question "who surrendered Artsakh?".

In particular, he noted that after 1994, an exceptional opportunity 

to protect this achievement was missed.  "In addition, we were unable 

to create a diplomatic system, the entire complex of diplomatic 

relations that would provide us with the opportunity to provide 

support for certain countries in this matter," Sinanyan said.

When asked by journalists who he meant when he said "we", the 

Commissioner for Diaspora Affairs answered - the Armenian people.

Late this June, Secretary of the Security Council Armen Grigoryan, in 

a conversation with journalists, accused Russia of surrendering 

Nagorno-Karabakh to Azerbaijan. In particular, he stated that Russia 

came to Nagorno-Karabakh, handed it over to Azerbaijan and returned 

to Russia. Grigoryan emphasized that without the permission of the 

Russian Federation there would be no war.
