BEIJING, July 29 — The US is the initiator of the Afghan issue and bears an inescapable responsibility for the current situation in Afghanistan, Senior Colonel Wu Qian, a spokesperson for China’s Ministry of National Defense, remarked at a regular press conference on Thursday when responding to a question on the security turbulence in Afghanistan caused by the complete withdrawal of the US troops.
Snr. Col. Wu said that since the US announced its withdrawal from Afghanistan, the security situation in Afghanistan has continued to deteriorate. He indicated that facts have proven that the US is the world’s largest mess maker and a world-renowned “blame-shifter”.
As the initiator of the Afghan issue, the US should earnestly shoulder due responsibilities to ensure a smooth transition in Afghanistan and avoid chaos and wars caused by the withdrawal, Wu added.
He also pointed out that China and Afghanistan are traditional friendly neighbors, and clearly stated that during the phone conversation with Afghan President Ashraf Ghani on July 16, Chinese President Xi Jinping had stressed that China firmly supports the Afghan government in safeguarding national sovereignty, independence and territorial integrity, and will continue to support the “Afghan-led and Afghan-owned” principle, the peace and reconciliation process in Afghanistan, and an early peaceful reconstruction of Afghanistan.
Shoigu said that Russia takes the Russia-China relations as an important and prior direction of Russia’s diplomatic relations. The military cooperation between the two countries in recent years has witnessed continuous expansion with fruitful results and reached an unprecedented height, setting an example for countries in the world.
The Russian side is willing to further strengthen cooperation with China in military and military technology and maintain good momentum of cooperation in joint exercises, military competitions and college exchanges, Shoigu said.
Shoigu stated that at present, there are increasing uncertainties in the regional security situation, Russia pays high attention to the new changes in situations in Afghanistan and Central Asia, value much China’s position on the Afghan issue and is willing to coordinate and cooperate with China and countries in the region to make positive efforts to maintain regional peace and stability.

Confronted with the COVID-19 pandemic that is still rampant around the globe, the Chinese military has been actively carrying out international anti-epidemic cooperation through various methods, said the Information Office of China’s Ministry of National Defense (MND) in a written statement on March 1, 2021.
Since the outbreak of COVID-19, the Chinese People’s Liberation Army (PLA) has provided support and assistance to the international community within its capacity on the basis of properly controlling local epidemic. Leaders of China’s Central Military Commission (CMC) have communicated with their counterparts of multiple countries to discuss the prevention and control of the epidemic. As of February, 2021, the Chinese PLA has provided anti-epidemic materials such as masks and ventilators to the militaries of 50 countries including Mozambique, Serbia, Cuba, and Laos, and provided vaccines to Pakistani, Cambodian, Mongolian and Philippine militaries. In addition, it has sent medical expert teams to four countries including Pakistan and Cambodia, and held video conferences on epidemic prevention and control experience with the militaries of 18 countries including Russia and Singapore, as well as multiple international organizations.
The Chinese military will continue to work hand-in-hand with the militaries of other countries to fight against the epidemic, deepen pragmatic cooperation in non-traditional security fields, and make new contributions to building a community of common health for mankind and maintaining world peace and stability, stressed the statement.
“China pursues a defensive defense policy and implements active defense, which has been clearly formulated in China’s National Defense Law and has become a basic policy,” said He Lei, former deputy head of the Academy of Military Sciences of the People’s Liberation Army (PLA). He stated that China will never seek hegemony, expansion, or sphere of influence, nor will it engage in any arms race or threaten other countries despite the increasing defense spending and modernized development of the military.
At present, China has more than 2,500 peacekeepers performing missions abroad. It is the second-largest financial contributor to UN peacekeeping operations and the largest contributor of peacekeepers among the five permanent members of the UN Security Council.
Senior Captain Xu Jianfeng, political commissar of a naval frigate flotilla under the PLA Northern Theater Command, said that the Chinese naval hospital ship Peace Ark has sailed abroad nine times, visiting more than 40 countries and regions and providing medical services for more than 230,000 people over the past ten years. The Chinese PLA Navy has dispatched 37 escort taskforces to the Gulf of Aden and waters off Somali, protecting more than 6,900 Chinese and foreign ships.
