Pennsylvania county broke law by refusing to tell voters if it rejected their ballot, judge says

A judge has ruled that a Republican-controlled county in Pennsylvania violated state law when election workers refused to tell voters that their mail-in ballot had been rejected and wouldn’t be counted in last April’s primary election. The judge in Friday's decision ordered Washington County to notify any voter whose mail-in ballot is rejected because of an error so that the voter has an opportunity to challenge the decision or vote by provisional ballot. Direct incentives may boost hiring managers' willingness to employ individuals with criminal convictions

Millions of people in the United States have a criminal conviction and are searching for work. But most employers are reluctant to hire people with records, especially those with felony convictions, a disproportionate share of whom are people of color. In a new study, researchers sought to determine whether government-provided incentives could reduce employers' reluctance to hire record holders. They found that a tax credit and insurance against losses boosted hiring managers' willingness to hire applicants with prior records.
