Aizhan Aimaganova proposed creating a new system of protection against violence

Tengrinews.kz — A pilot project titled "Electronic Protection Zone" has been proposed in Kazakhstan to assist in the timely detection of domestic violence threats. The initiative was put forward by Kurultay Deputy Ayzhan Aymaganova, who sent a formal inquiry to Interior Minister Yerzhan Sadenov.
The deputy noted that while Kazakhstan has strengthened penalties for violence against women and children and expanded prevention mechanisms in recent years, tragic incidents continue to occur.
Aymaganova cited two high-profile murders as examples. On July 13, 20-year-old Dilnaz Zhumagulova died from multiple stab wounds in the Abai region. In September, Jazira Adauova, a mother of two, was killed by her ex-husband in Astana.

"This raises a critical question: to what extent do current protection mechanisms allow us to not only respond to violence after it has occurred but also to identify and prevent threats in advance?" the deputy asked.

Proposed Changes
Aymaganova proposed that the Ministry of Internal Affairs develop and test the "Electronic Protection Zone" pilot project in selected regions. According to her, this would not require creating a new, costly IT system, as Kazakhstan already has mechanisms for preventive monitoring and electronic surveillance.
Furthermore, the deputy suggested approving a unified, mandatory algorithm for police actions upon receiving a threat signal.
Another initiative involves the automatic digital registration of every such signal and the subsequent measures taken. This would allow for tracking who took action, when, and what steps were performed.

"To implement the principle of 'Law and Order,' we must utilize existing legal and digital capabilities to detect and prevent dangerous situations in a timely manner," Aymaganova emphasized.

The deputy also stated that similar protection mechanisms are utilized in other countries, such as France.

As a reminder: on July 13 of this year, the body of 20-year-old Dilnaz Zhumagulova was discovered with multiple stab wounds in the village of Borodulikha, Abai region. The investigation and court determined that the girl was killed by her ex-boyfriend following a conflict. On October 13, a court in Semey sentenced the man to 14 years in prison and ordered him to pay 20 million tenge in moral damages to the victim's family. At the time of the announcement, the sentence had not yet entered into legal force.
On the evening of September 22, 2024, a woman sustained fatal knife wounds outside a residential building in Astana, leading to her death. A suspect was apprehended immediately. Due to negligence in responding to the tragedy, several police supervisors and officers were dismissed and detained.
