Kazakhstan to revise road tolls: who will be affected

Tengrinews.kz — Kazakhstan is discussing possible changes to its road toll system, with a proposed focus on commercial freight transport. However, there are no plans to change toll conditions for private passenger car owners, citing the government's press service.

Who could be affected by the changes

The first meeting of a working group on toll roads was held under the chairmanship of Deputy Prime Minister and Minister of National Economy Serik Zhumangarin.

Participants reviewed proposals to improve the existing road toll system. In particular, they discussed possible approaches to charging commercial freight vehicles, including those operated by Kazakhstani and foreign carriers.

The government emphasized that the proposed measures would not change road toll conditions for citizens using private passenger cars.

Authorities propose digital monitoring of trucks

The meeting also focused on transparency in freight transportation and compliance with road toll payment requirements. In particular, participants proposed expanding the use of digital tools to monitor freight vehicle movements, including on toll road sections.

Following the meeting, Serik Zhumangarin instructed officials to continue developing the proposals in cooperation with government agencies, industry associations and business representatives.

Initial proposals expected by the end of November

The development of new approaches must take into account the interests of carriers and businesses while ensuring a fair distribution of road infrastructure maintenance costs.

The working group is expected to prepare its initial proposals by the end of November. They will be submitted for consideration at the next meeting.
