House panel proposes $250M for roadwork, $130M in tax cuts

COLUMBIA, S.C. — The House budget-writing committee on Wednesday tentatively approved a spending plan that would give most state employees a 1 percent pay increase, provide $250 million for roadwork and cut income taxes by $130 million.
