Gov. Nikki Haley signs bill outlawing abortion at 20 weeks
COLUMBIA — Gov. Nikki Haley on Wednesday signed a bill that makes it illegal for a woman to get an abortion once her pregnancy reaches 20 weeks with no exceptions for rape or incest.
