Election of Donald Beatty as chief justice to S.C. Supreme Court moves state in 'progressive manner'

COLUMBIA — The election of an African-American to serve as the state’s Supreme Court chief justice — the second black man to hold the post — moves the state in a "progressive manner," Associate Justice Donald Beatty said.
