S.C. inspector general cites shortfalls, highlights improvements at DJJ since February riot

COLUMBIA — After three severe incidents at Department of Juvenile Justice facilities within an eight-month period, the South Carolina inspector general told a panel of legislators that poor execution of established plans led to a violent February riot.
