Gov. Nikki Haley calls for greater agency transparency amid tighter fiscal constraints
COLUMBIA — With budget dollars expected to be tight next year, Gov. Nikki Haley issued an executive order Monday requesting state agencies to explain why they are carrying billions of dollars over from year to year.
