Road vote is turning into a tangle

A public referendum that asks voters to tax themselves should be as simple and straightforward as it can possibly be, if it hopes to pass at the ballot box. But the recent addition of four overpasses and the revival of the controversial I-526 extension to Johns Island is anything but simple, or straightforward.
