Tokayev instructed Saparov to strengthen food security in Kazakhstan

Tengrinews.kz — President Kassym-Jomart Tokayev received Minister of Agriculture Aidarbek Saparov.
The Head of State heard a report on the development results of the agro-industrial complex for the first half of 2026.
The President was briefed on efforts to diversify crop areas, expand preferential lending mechanisms for farmers, and develop agricultural machinery leasing.
Aidarbek Saparov reported that work continues on a set of measures aimed at increasing the share of processed products in the agro-industrial sector to 70 percent.
According to the Minister, food production increased by 14.7 percent in the first six months of 2026. The physical volume index of agriculture grew by 4.4 percent, including a 7.7 percent increase in crop production and a 4.4 percent rise in livestock farming.
The Minister also noted that export volumes are growing alongside an expanding range of products being shipped abroad.
From January to April 2026, agro-industrial exports reached $3 billion, a 36 percent increase compared to the same period last year ($2.2 billion).
By the end of the year, exports are expected to rise to $7.2 billion.
Additionally, he reported on the implementation of the Comprehensive Plan for Livestock Development, adopted in accordance with the President's instructions.

"A preferential financing system has been established, covering farms of all categories. The measures taken are aimed at increasing livestock numbers, improving sector productivity, and boosting meat exports. Special attention is being paid to the development of pasture-based livestock farming," Akorda stated in a press release.

To fulfill the President's instructions, a Comprehensive Plan for Veterinary Development until 2030 has been approved, providing for the improvement of the veterinary safety system, additional funding for the industry, and the updating of the regulatory framework. The digital transformation of the agro-industrial complex continues. State information systems are being integrated and new digital services are being introduced based on the unified "E-APK" digital platform.
By the end of 2026, gross agricultural output is projected to grow by 5.9 percent. Food production is planned to increase by 9.5 percent, and beverage production by 10.5 percent. Fixed capital investment in the sector is expected to reach 2.2 trillion tenge.
The President set a number of tasks aimed at improving industry efficiency, increasing the production of high-value-added products, expanding export potential, and strengthening the country's food security.
