Tokayev says what he expects from Kurultai deputies

Tengrinews.kz – President of Kazakhstan Kassym-Jomart Tokayev spoke about the changes he expects after the Kurultai begins its work, citing Akorda.
The Head of State was asked what changes he associates with the start of the Kurultai’s work and which laws, in his opinion, the new legislative body should adopt first. The journalist also asked what qualities a Kurultai deputy should have and what they should be personally accountable for before voters.
The President said the election of a unique unicameral parliamentary mechanism is of great historical significance for Kazakhstan, and that he has high hopes for the upcoming election of the Kurultai.

“New faces have emerged, new ideas have emerged. I have always advocated giving young people the opportunity to speak out and take a direct part in building our state. As for the qualities of deputies, I hope that, first of all, they will be responsible for the quality of laws. Second, they will be responsible for fulfilling the promises made or the programs developed. Third, of course, these should be laws aimed specifically at the country’s development. These are difficult times. I have just said that we have no other Motherland, no other Fatherland, apart from Kazakhstan. We must all unite in order to make Kazakhstan a progressive state, a modern state. The Constitution provides great opportunities for this. We recently adopted a new Constitution, which received nationwide support. Without exaggeration, it can be said that this is a very progressive, well-structured Fundamental Law. I am confident that the Constitution will open bright prospects for all of us and, above all, for young people. Our future is in the hands of the youth. I have no doubt about that,” the Head of State said.

Today, the Head of State voted in the election of Kurultai deputies. Kassym-Jomart Tokayev answered a question about his participation in future presidential elections and also commented on the candidacy of the future vice president.
Kazakhstan elects new parliament
Today, Kazakhstan is holding elections for deputies of the unicameral Parliament, the Kurultai. These are the country’s tenth parliamentary elections since 1991 and the first since the adoption of the new Constitution, under which the Mazhilis and Senate ceased their work and their deputies were dissolved.
Now, instead of a bicameral Parliament, Kazakhstan will have a new legislative body — the Kurultai. It will consist of 145 deputies elected for five years. After the election, they will approve the candidacy of the chairperson of the Kurultai and three deputy chairpersons.
After the new Parliament is formed, the current government will resign before it.
How the Kurultai will pass laws
Previously, a draft law first went through first and second readings in the Mazhilis and was then sent to the Senate. Senators could either support it or return it to the Mazhilis for revision. Now, the entire legislative process will be concentrated in the Kurultai.
Deputies will be able to reject a draft law in full by a majority vote. In that case, the document will be returned to its initiators.
If the Kurultai adopts a law, it must send it to the President for signature within 10 days. After the Head of State signs it, the law will be able to enter into force.
